The Public Works Department (PWD) is the major department dealing with the National Highways (NH), State Highways (SH), Major District Roads (MDR), Other District Roads (ODR) and a part of the Village Roads (VR) in the state.
The corporation will work as a nodal expert organization for development and maintenance of state highways in particular. It also will act as Special Purpose Vehicle (SPV) which could upgrade and maintain core road network comprising of state highways and other impotent roads and adopt Public Private Partnership on BOT as instrument of delivery of better roads where private /public operator shall be allowed to levy user charge or toll for a certain period of time.
The corporation is also to provide a robust instrument at the state level to cater for a core road network that will support the economic and social development of the state by providing good quality transport linkages between the major populations, industrial, agricultural and culturally valuable locations in the state. National Highways and State Highways logically constitutes the core network for road transport in a state This Core Road Network(CRN) mostly influences the economic well-being of the state through reduction of travel time and vehicle operating cost as well as by providing access to market, industries, healthcare and education. This core network of highways has to be well developed and maintained at all times.
Apart from this, certain sections of NH in the state is taken over by National Highways Authority of India (NHAI), Government of India under NHDP project and is being developed by them. A portion of Village Road network has been brought under the umbrella of PMGSY project funded by Ministry of Rural Development, Government of India with participation of the State Panchayat & Rural Department. Apart from this, multiple entities in form of municipalities, development authorities etc. have certain roads in their jurisdiction in major urban conglomerate like Kolkata, Haldia, Durgapur, Siliguri, Jalpaiguri etc.
Ministry of Road Transport & Highways, Government of India has made considerable headway in development of NH portion of this core network through National Highways Authority of India (NHAI) and seems to have achieved success in providing superior quality of road network.
